Sheard was the Airport Controller of Heathrow Airport. On the insistence of Sir John Sudbury, he allowed the Doctor to investigate the disappearance of the Concorde designated Golf Victor Foxtrot, giving him access to Golf Alpha Charlie. (DW: Time-Flight)
