:Yes, we've already had multiple different accounts of the Roswell crash in canon; see [[Roswell]] and [[Roswell crash]].  Since multiple ships and aliens are known to have crashed there in the Doctor Who Universe, that instrument can't be assumed to come from anyone in particular.
