Usually such a condition is easily diagnosed. If a DWU article is mainly written in the present tense, it's a candidate for this template. Generally, editors should try to fix these errors on their own, but sometimes there just isn't time. Using this template at least alerts others to the problem.

Oou is for use on Doctor Who universe articles that have fallen foul of Tardis:Point of view and/or Tardis:Resources. Usually such a condition is easily diagnosed. If a DWU article is mainly written in the present tense, it's a candidate for this template. Or, if it uses non-canonical sources, as explained in our canon policy, this template could also be employed. Generally, editors should try to fix these errors on their own, but sometimes there just isn't time. Using this template at least alerts others to the problem.

Note that if the article is merely missing information, Template:Update is perhaps more appropriate. If it needs extensive copy-editing or substantial speculation removal, Template:Cleanup is the one to go for.
