Lord Ferain was the Director of Allegiance for the Celestial Intervention Agency. (NA: Lungbarrow)
He once informed the Fourth Doctor that the Time Lords had foreseen a time where the Daleks would dominate the universe. He sent the Doctor on a mission back in time to either avert the Daleks' creation, make them less aggressive, or find some inherent weakness in their makeup. The Doctor agreed, and asked for the coordinates for Skaro, the Dalek homeworld. The Time Lord then told the Doctor that he was already there, and vanished after giving him a time ring that would return him to the TARDIS when his mission was complete. (DW: Genesis of the Daleks)
