A tractor beam was a beam of energy projected from a vessel or device which could tether and pull another object. The Doctor's TARDIS had the ability to create a tractor beam (VG: TARDIS). The Doctor used his TARDIS' tractor beam to pull a neutron star away from Chloris, in the process burned out the tractor beam. (DW: The Creature from the Pit)
