It was refered to as "Lord" by Elizabeth Meadows and not anything else. Also, I'm sure the production team wouldn't intend for it to be anything else? What's more, how do we know they're ''not'' the Cybus Cybermen? Sure there are different things that look similar, but to that degree?

Name

Unless the dialogue of this "episode" refers specifically to a "Cyber-Lord", then this character can't be identified as such. We can't get into the habit of saying "this thing looks like this other thing, so therefore it must be the same thing as the other thing". These aren't Pete's World Cybermen, as were the only televised Cybermen to have a "Cyber-Lord". Thus we can't use "Pete's World terms" to describe him, unless the dialogue (or, in a pinch, credits) give us specific license to do so.
