The Cybus Cybermen originated in another universe, where they were created by the John Lumic, the owner of Cybus Industries. (DW: Rise of the Cybermen)

They crossed the void by following a void ship constructed by the Cult of Skaro. They then entered into a war with the Daleks, while simultaneously attempting to upgrade the population of the Earth. The Tenth Doctor, aided by Rose Tyler, was able to return and trap both the Cybermen and Dalek in the Void.

The Cybermen however had attempted to boost their numbers in the "Battle of Canary Wharf" by upgrading humans from our own universe, in a method similar to that used by the Mondasian Cybermen, wherein metallic parts were molded to a complete human body. This led to the events of the Torchwood episode "Cyberwoman". (TW: Cyberwoman)

It can be assumed that some Cybermen remain inactive on Earth.

Weapons and Technology

Unlike the Mondasian Cybermen, these Cybermen were created by taking the brain of humans and placing them in Cyberman bodies. These new Cybermen were without a Cyber-Leader and their only weapons were their electrified hands and a small wrist-mounted energy weapon. They were also programed with a computer chip that disabled them from seeing their new form as a Cyberman.

When they crossed the Void and entered our world, they now had built-in lasers and were under the leadership of a Cyber-Leader.
