Shan Shen was a planet. It was inhabited by humans (or, at least, a near-human species) with a Chinese culture. It was a carnival world, with the streets filled with flags, pagodas and various crowded stalls.
The Tenth Doctor took Donna Noble to Shan Shen. Donna had her fortune read by a Fortune Teller working with the Trickster's Brigade.
