A stellar manipulator was a device used to alter stars and their life cycles.
History
The Gallifreyan stellar manipulator, the Hand of Omega, could cause stars to go supernova which would provide energy to the Time Lord society. (DW: The Three Doctors, Remembrance of the Daleks)
Morbius once aquired a stellar manpulator for his plans of universal dominance, the Eighth Doctor however, stole the control device to foil morbius' plans. (BFA: The Vengeance of Morbius)
