Dalek Council

After the Great Civil War on Skaro, the Daleks established a Council during their recovery. (REF: Doctor Who: The Dalek Handbook) A Dalek Supreme was identified as "one of the supreme council", which may be related to the Dalek Council. (DW: Planet of the Daleks)

The Dalek Tapes, a feature in the Genesis of the Daleks DVD, presented all golden Daleks as being members of this council.And that the black dalek/supreme controller was part of this council

The Dalek Emperor's Personal Guard made up the "High Council of Daleks", of which the Dalek Supreme was also a member. (REF: Doctor Who: Aliens and Enemies)

It could very well be that "Dalek Council", "Supreme Council", and "High Council of Daleks" are all the same thing or that they are different councils in different periods of Dalek history.

In an Alternate timeline where the Progenitor Daleks conquered Earth, the Supreme Council Chambers were located in Kaalann. (VG: City of the Daleks)

At least two Strategist Daleks were seen in the Council room, they were likely part of the Supreme Council.
