Leighton Woodrow was the head of MI6 in the early 21st century.
Biography
After an emergency required his presence, Woodrow had to leave a gathering at 10 Downing Street as he was summoned to an MI6 base at Vauxhall Cross. Once there, he was briefed on the situation and told about the Eighth Doctor's presence. North, an MI6 agent, brought the injured Doctor to Woodrow.
When the Cybermen attacked, Woodrow was taken prisoner and prepared for cyber-conversion aboard their mother-ship. The process was averted when the Doctor destroyed the Cybermen. (DWM: The Flood)
