Rigel 77 was a maximum security prison, with a violent reputation. There was widespread drug use, violence and a wide variety of tortures, including waterboarding, electrical shocks and bore worms. The situation was so bad the Shadow Proclamation had to send in troops to shut it down. Kerko, his brother and Jack Harkness had all been incarcerated at Rigel 77 at some point.
