Precognition involved the perception of events which have yet to happen.
Interestingly, Engin, a Time Lord declared precognition "impossible" after the Fourth Doctor told him of his precognitive vision of the assassination of the Lord President. (DW: The Deadly Assassin) This may, however, be related to statements saying that Time travel into Gallifrey's future was forbidden or blocked, and a similar block may also have applied to the use of precognitive powers regarding future events on Gallifrey.
As with other "paranormal" phenomena, the presence of a time fissure could enable Humans to develop precognitive powers. The Doctor attributed the special powers possessed by Ma Tyler (respected by locals as a witch) to the fact that she had always lived near such a time fissure. (DW: Image of the Fendahl)
