Denis Peters was a government agent under Department Three.
History
Peters was assigned by Sir Oswald Holland to assist the Third Doctor in his investigations in the strange goings-on near Puddlesfield.
At first posing as Denis Hughes, the son of Franklin Hughes, he later revealed the truth to the Doctor, then helped him defeat Professor Midas. (TVA: The Celluloid Midas)
