Jack Hobson was the British commander of the Moonbase. He helped the Second Doctor save the base when it was attacked by Cybermen. (DW: The Moonbase)
Behind the scenes
In the novelisation, he's said to be a 45 year old Yorkshireman (though he lacks a Yorkshire accent in the episodes).
