Inspector Gleave was the unlucky officer sent to arrest and capture Agent 99 when he arrived back on Earth. The capture of Agent 99 was part of a plan by Cabal (head of a secret council), that sought to bring back the Koth-Kulaar from its exile in a dimension warp so that it could bring havoc and destruction to the planet.
