The Grand Strategic Council was the leading governing body of the Sontaran Empire. (MA: Lords of the Storm)
The Grand Strategic Council was composed of: the Space Marshal, Field Marshal, Battle Marshal, Fleet Marshal, Group Marshal and Marshal.
