Michael Hayes (born 3 April 1929) directed the Doctor Who serials The Androids of Tara, The Armageddon Factor and City of Death.

Hayes was initially reluctant to direct a Doctor Who, which he thought "a children show with dodgy effects". However, his friendship with head of serials, Graeme MacDonald and producer Graham Williams led him agree to do one, hoping it would never actually happen. Hayes later received a phone call from Williams asking him to a serial. He agreed and eventually came to like the show, agreeing to do two more.

For City of Death, Hayes travelled to Paris. He dubbed one of the lines in this serial where a security guard tells the Fourth Doctor that the Mona Lisa has been stolen.
