Pepin VII was a creation in Eugene Tacitus' world. In the world he was the son of Pepin VI and Berengaria. He unwillingly became a god to his people.
Biography
Coronation
Pepin was married to Livilla. After his father's death, Pepin was next in line. He was crowned and proclaimed a god. However, Pepin announced that he felt nothing, declaring that he was not a god. With that his execution was ordered.
Before he could be taken away the Doctor's TARDIS landed next to him. Frobisher and the Sixth Doctor emerged. At first it was believed this was Pepin's doing, but he told them it was not. The scribe Eugene Tacitus, saved him by saying that all the previous gods experienced mental fatigue after the coronation.
