Vauxhall was a London district. Leighton Woodrow was called to a meeting at an MI6 base in Vauxhall Cross in the district, after an emergency required his presence. Once there, Chaplin briefed him on recent events, including a sighting of the Eighth Doctor.
North took the Doctor to Vauxhall Cross after he was injured. There he awoke in good health and made use of the chemistry lab. (DWM: The Flood)
