Scientist Shan was a member of the Scientific Elite. She had written a paper suggesting that the Kaled race would need to be re-engineered to survive a post-war Skaro, which she called "The Dalek Solution." (BFA: Davros)
Shan at first supported Davros's experiments, but eventually became horrified at what he was doing and objected to them. Davros had her arrested and executed as a traitor. The same was true with respect to Councillor Valron. (BFA: Davros, BFD: Corruption)
