Digby was a relative of Madge Arwell and her children, Cecil and Lily Arwell. They all called him "uncle", so it was unclear what his exact relationship was to them. He could have been a great-uncle of the children, or the brother of either Madge or her husband, Reg.
In any event, he was much wealthier than the Arewells, and possessed a large country estate by at least 1941. It was to this estate that Madge and her kids retreated to escape the Blitz. There, the found the Eleventh Doctor posing as the estate's caretaker.
