It seems to imply that the Experiment was only about the Dalek Sec-Diagoras hybrid, not all the humans who are explicitly told they're taken to the Experiment.

The "Final Experiment" was an experiment conducted by the Cult of Skaro to create a New Dalek Empire, initiated whilst they were in 1930 Manhattan. The study of the Final Experiment was to see if a Dalek could bond with a human to create a human-Dalek hybrid.

It was headed by Dalek Sec, who also served as the subject. He bonded with the Cult's human liason Mr Diagoras and through a "chromatid solution", the final outcome was the human-Dalek.
