Representative from the Ethics Committee on Sanctuary Base 6 who, according to the Beast, was a liar. He formed something of a flirtatious relationship with Rose Tyler and it was his idea to create a psychic flare that would disable the Ood and perhaps break the hold over them which the Beast had. When he was successful, he, Rose, Toby Zed and Zachary Cross Flane escaped on a shuttle-ship from Krop Tor as the planet was sucked towards the nearby black hole.
