Julian Bleach (born 1962) played the Ghostmaker in the Torchwood episode From Out of the Rain, Davros in the Doctor Who episodes The Stolen Earth/Journey's End and the Nightmare Man in the The Sarah Jane Adventures episode The Nightmare Man. He is one of a few actors who have appeared in all three main Whoniverse shows.
