Because he was restricted from any travelling whatsoever and couldn't operate the TARDIS full stop. The 20th century just happened to be the one he was sent to. -- Tybort (talk page) 11:26, July 1, 2012 (UTC)

In other words his Tardis couldn't move threw time and space at all and he couldn't travel within the century and was forced to take the slow path from 1969 to 1972?
