Paramedic (Children of Earth: Day Two)

This "paramedic" was a British government agent ordered to kill Gwen Cooper and not leave any survivors from the destruction of the Torchwood Three hub in 2009. When Gwen escaped capture and questioned him about this, he said he was just following orders. (TV: Children of Earth: Day Two)
