The Great Intelligence Institute was formed by Walter Simeon with the goal of creating a physical form for the Great Intelligence. Its initial mission, manipulating the snow so the Great Intelligence could instill its essence in it once again, took decades to complete, climaxing on Christmas Eve, 1892. (TV: The Snowmen)
