Grey File

The Grey File was a folder containing the names of those individuals whose fate was undecided by the Time Lords. Those present in this file did not stay there forever as certain names were capable of being transferred to either the Black File or the White File. This information was typically available to the Castellan. (PROSE: The Eight Doctors)
