Shadow Architect

The Shadow Architect was the leader of the Shadow Proclamation. Not much else is known about her, but it can be assumed she made some of the laws and conventions. She was also guarded by Judoon. She and her race also had red eyes.
When the Doctor arrived at the Shadow Proclamation Headquarters, the Shadow Architect dismissed the idea of him being a Time Lord. After he solved the mystery of the missing planets, she asked him to lead the Shadow Proclamation into war with the Daleks. He refused and escaped. (DW: The Stolen Earth)
