A temporal chamber was a component to building a space-time projector. Kotris aquired one when helping the Dalek time controller in his attempt to wipe out the Time Lords. The Eighth Doctor and Nadeyan entered the temporal chamber, and the Doctor noted that the chamber was built to look bigger from the corner of your eye, but upon looking, it would still be the same size.
