Wolsfbane was a criminal on New Vegas, the equivalent of a Mafia boss. He employed Rose Tyler in one of his casinos. It was said by Daisy, who worked with Jack Harkness said he owned the Police. After not spilling any information about him, he promoted Rose to senior waitress. He had one of his workers killed when he didn't sabotage the air system, and had the worker's wife killed.
