Bannermen

The Bannermen, possibly named so for the pride they had in displaying their banners, were a gang of miscreants lead by Gavrok.

Tactics and Technologies

They were a very militaristic race and took no prisoners. They were soldiers, dressed in black uniforms and armed with many weapons, some of them trained as snipers.

The Bannermen Warfleets was composed of Bannermen cruisers and Bannermen fighters. Their technology included sonic cones, bazookas, fragmentation grenades, special restraints, magnascopes, ray guns, and sniper guns that were silver tubes that could be carried and then assembled to deliver a devastating beam of energy, most of their lasers being orange in colour.

Their weapons were mainly focused on atomising enemies. If following a tracking signal, Bannermen could direct a Beacon hunter that could send a colossal beam of ions along a radio path to ionize the person sending the signal.

History

After polluting their own world, the Bannermen attacked Chumeria in an attempt to kill all Chimerons and take their world. After killing all but Delta, the Chimeron Queen, they pursued her through Time and Space to the Shangri-La Camp on 1959 Earth.

Their Gavrok and a small squad of Bannermen pursued her in a fighter, but were defeated by the Doctor. Afterwards, they were brought to the Galactic Palace of Justice and put on trial, though they decided to continue their service making rugs. (DW: Delta and the Bannermen)

It is unclear if the Bannermen were a species or just a mercenary group, since their leader actually lead them to kill Delta, but no reference is made that Gavrok answers to a higher power.
