Antonia Bailey was the wife of the man the Sixth Doctor found murdered. They were aliens who lived on Earth disguised as humans. DI Patricia Menzies questioned her about her husband. She was the person paying Maxine. She planed her husband's death, with him. She used Sam to murder him. She asked Charlotte Pollard about what happened in the room in which her husband was murdered.
