Elsa Lafayette was in charge of the military establishments in the Jaiwanese System. She said that she knew Bernice Summerfield's mother before Benny was born. She could have had Benny arrested for desertion and other civil crimes. She created an archaeological regiment. She later gave Benny documentation that would stop her from getting arrested.
