Joseph Wagg

Professor Wagg was a scientist employed at the Institute for Technological Advancement and Research in San Francisco. He designed an atomic clock for the countdown to the year 2000 and the new millennium. The Eighth Doctor stole his ID at the party for the countdown and used it to steal the beryllium chip in his clock, stopping the clock.
