Gold Usher

The role of Gold Usher presided over official events of the High Council of Time Lords such as the swearing in of a Lord President of Gallifrey. (DW: The Deadly Assassin)

As the apparent head of all Gallifreyan Ceremonial he is a figure to be reckoned with and argues in favour of the legality of the Doctor's inauguration as president in the Invasion of Time. The office of Gold Usher seems to carry with it a nominal seat on the High Council as seen in same episode when the High Council Council are introduced to their new Vardan Masters.

In the New Adventures novel novel Lungbarrow, Gold Usher appears to preside over the full High Council in the role of a sort of speaker. In the New Adventures novel The Dimension Riders, the Timelord who has adopted the title The President was once an assistant to Gold Usher nicknamed Delta Epsilon.
