Cofelia's guards
Matron Cofelia's guards were two mysterious, bald bodyguards armed with large guns under the command of the wet nurse Matron Cofelia. The same two guards were also the squad who collected the Adipose children created by the emergency parthenogenesis. When the Matron became suspicious of Penny Carter, she ordered her guards to break down the toilet cubicles and find her.
They tied Penny to a chair with cables while Cofelia explained her plans, but when the Tenth Doctor and Donna Noble intervened, Cofelia and her guards chased them down. After meeting the Doctor and Donna face to face, the Matron believed the Doctor would inform the Shadow Proclamation. She gave her guards the order to kill the Doctor and Donna, but the Doctor stunned them with electricity. (TV: Partners in Crime)
