Voda was the voice that the Sixth Doctor heard when Cordelia Crozier experimented on him. He was a psychic bacteria, and gave the Doctor an ultimatum, to allow him to control the Doctor. He wanted to then destroy the humans. (AUDIO: Antidote to Oblivion)
