Ken Andrews was the director of the Elephant Butte power station in 1957.
The Seventh Doctor convinced him that the station was going to be attacked by an experimental plane, and allowed him to alter some systems to generate an electromagnetic pulse to disable it. (PROSE: First Frontier)
