Ronald Biggs was a train robber from the 1960s who escaped to Brazil and remained there in hiding because Brazil and Britain did not have any extradition treaty. The Tenth Doctor likened the Plasmavore's escaping to Earth to Biggs' escape, as the Judoon did not have any jurisdiction over the Earth. (TV: Smith and Jones)
