John Vallan was the President of Stronghaven on Draxine. He wanted to spend funds on scientific interest rather than security, which he had to do when an army of skeletons attacked Stronghaven. After threats by what he thought was the President of Garrack, he reduced the amount of security and because of that action he was deposed by Meera Darone. He later discovered that it was his predecessor, Karnex, who was threatening him. (AUDIO: Army of Death)
