Brian Green was Prime Minister during the 456 incident. He had a meeting with John Frobisher and gave orders for the Torchwood 3 team to be assinated. (TW: Day One) The next day he went to look at the gas tank being made for the 456. This was so they could get through on there next visit. (TW: Day Two)
