Inhibitor

The Inhibitor was an experimental submission device powered by cerulium. It was developed by Inspector Drake as part of his plan to take full control of the people of London. During its test run it was used by a CCPC against K9 (who had interfered in Vibeka's arrest) in an attempt to control him. It only damaged K9 but exploded, destroying the CCPC who fired it.
