Shadovar

Shadovar was the leader of Technomancers and chief servant to the "Horned Ones". He was very mystical in that he explained his work through spells and spiritualism. He sensed that the War Doctor wasn't dead. He wasn't fooled by the Doctor's psychic paper and thought the Time Lords were a lesser species. He knew of the APC Net and thought it contained the Time Lords souls. He then used this to resurrect the Time Lords. He was in fact placing the Horned Ones into the Time Lord bodies, and used the Vildarans in this plan as a power source. (AUDIO: Legion of the Lost)
