Chandra Scindia was the patriarch of the Scindia family and head of their company Scindia-Corp.
He worshiped Kali.
He paid Mumbai police to raid the apartment of Tiger Maratha. When they failed to find the required artefact or to apprehend the Twelfth Doctor, he transformed into Kaliratha-like form and, together with other Scindia family members, murdered them. (COMIC: The Swords of Kali)
