The Doctor's rules were a series of guidelines created by the Doctor for their companions. The Thirteenth Doctor admitted that her rules changed all the time, and noted that she found it especially important to lay down the rules with new companions. (TV: The Battle of Ranskoor Av Kolos)
As Jackson Lake, when he believed himself the Doctor, told his companion, Rosita:
The Doctor's companion does what the Doctor says.
The Fourth Doctor's rules
