Julia Hartley-Price, also known as the Overseer, was the Auctioneers' largest shareholder.

Biography

As the largest shareholder, Julia was effectively the leader of the Auctioneers, (AUDIO: The Sontaran Project) although she insisted that this was not the case. (AUDIO: Game Theory) She kept her identity secret even from her agents and was known only as the Overseer. (AUDIO: The Sontaran Project)

Julia was irritated by UNIT's meddling with the Auctioneers' activities and based the group at the Whitehouse Gallery to keep an eye on them. (AUDIO: Master of Worlds) After Sam Bishop was captured at a warehouse in the Mendips, Julia entered virtual reality with him and pretended to be a fellow prisoner in order to make a video game utilising his skills. (AUDIO: Game Theory) She also had John Torrance and Christine Colley work on cloning Merx, but UNIT thwarted them. (AUDIO: The Sontaran Project)

With Sam as her hostage, Julia made Kate Stewart and Petronella Osgood complete several tasks using virtual reality purely as a display of power. Sam eventually realised that Julia was manipulating him to make a video game and, with enough information, she returned him to UNIT in a container outside Windsor Castle and released the video game as a free app with optional internal transactions. She announced this to her fellow shareholders, who applauded her. (AUDIO: Game Theory)

Julia and everybody at the Whitehouse Gallery were immune to the C-Control App thanks to their technology and guided Kate, Josh Carter and the War Master's helicopter to the building using drones where she blamed UNIT's meddling for the Cybermen's invasion.
