Provictus was an advanced strain of the Good Thinking virus, capable of recording and inserting thoughts. It was made by Heights Pharmaceuticals. A minister manipulated Frances Godalming into infecting Cardiff with the virus and planning for the rest of the UK to be infected as well. (AUDIO: Outbreak)
