The Narrator was a Time Lord who was the Lord President during the Last Great Time War. During the War his will was to survive. He possessed a metallic glove that could kill other Time Lords by a mere point of his hand (It turned them into dust instantly). He commented on events taking place on Earth from a room full of fellow Time Lords. After the Master conquered Earth again on Christmas Day 2010, he began to lead his Time Lords to war that will cause "the End of Time itself!"
The Doctor would call him "Rassilon" in their final confrontation. (DW: The End of Time)
